Automated Testing

• Move the testing repository back into the Tidy codebase.
• Automate testing of any PR's.
• Updated README's explaining new processes.

As maintainer support is currently limited, we need some mechanism to automatically run regression tests against PR's that have been submitted. This initial automated testing attempt provides the following:

• Testing on macOS, Windows native linkage, Windows min-gw, and Linux.
• Enforces the updating and discussion of new/modified test cases by moving them back into the main repository. Standard practice seems to support in-source testing, so this makes sense on its own.

I plan to merge this immediately, but wanted to open a PR for the sake of the paper trail.
