As discussed in Tokyo and later in Seattle. Proxies need to be able to level the priorities between multiple clients on a single back-end connection. May also be important to browsers with tabs.

Note that it's theoretically possible to accommodate this today because we have repriorisation, but it can be very chatty.

Possible solutions include priority grouping, trees or lists.

Discussed in Zurich; decided to include weighted dependency tree approach (as proposed by Roberto). Martin to incorporate into next implementation draft.
