We need to figure out how Alt-Svc affects Semantics.

12.1 Establishing Authority is an obvious one.

Right now Alt-Svc is neutral about HTTP/1; it's possible but not specified (or implemented, IIRC). If we want it to be, it'd need to go somewhere into messaging too.
