[evm] add means to identify and tag burned hypercerts and/or fractions

The creator and owner stay the same after burning, so the current FE renders all hypercerts, even the burned ones.

We should add a column that flags burned fractions and claim, so they can be filtered while querying

When we have that, we can build the migration to add the column and add a script to tag all burned fractions/hypercerts
