This PR appears blocked by base scaffolding and limits utilities. Blockers: #52 (limits helpers used by sandbox runners) and the core sandbox scaffolding referenced in the description. Reason: js runner intends to build on shared limits/observability primitives; please land #52 and scaffolding first. Parking substantive changes here and continuing on unblocked items. |

Adds internal/tools/jsrun (Goja-based) with bounded output buffer, wall-time timeout with VM interrupt, and structured stderr JSON for OUTPUT_LIMIT/TIMEOUT/EVAL_ERROR. Includes docs/interfaces/code.sandbox.js.run.md. Draft until base scaffolding lands on main. Tracked in FEATURE_CHECKLIST.md.
