[FAB-15366] Remove logging infrastructure from shim

This changeset removes the chaincode logging
infrastructure from the Go Shim. The current
implementation gives the false impression there is
some interaction between the Peer and Chaincode.

Developers should provide their own logging implementation
in their chaincode.
