Support Best Effort Read

We should have a way by which a read-only query can use the MaxAssigned timestamp on Alpha, to run a query -- instead of retrieving a timestamp from Zero. This would allow the query to be processed immediately without blocking.

This would allow relaxing the requirement of linearizable read for lower query latency.
