Ratel doesn't respect Always launch Latest checkbox.

Steps to reproduce

1. Open play.dgraph.io. Check the Always launch Latest and never ask again .
2. Close the tab and open Ratel again.
3. It doesn't open Latest by default and you have to choose between Dev, Latest and Local Bundle again.
