The web content won't scroll in a WebBrowser control

I have a form which hosts a WebBrowser control.  I load a URL into the the control and it loads fine.  However, I cannot scroll the content of the webBrowser control.

What am I missing?  Sample attached.

Hello Rob,

I ran your sample and I get the scrollbars in the browser and can both scroll with my mouse wheel as well as using the vertical scroll bar

I think Rob is referring to when the browser control is running in Safari on iOS. On desktop its totally fine.
