SelectionMode of CheckedListBox does not change

SelectionMode of CheckedListBox is by default "one" but it acts as "MultiSimple" and it cannot be changed in design mode or even on runtime.

Is it by design or is it a bug?

I thought that SelectionMode had to do with checkboxes.
