Form.Padding bug at runtime #879

Hi,

After the last update (1.3.69.0), the Form.Padding property appears to have a bug at runtime.

If I create a form, add a couple of controls to the form and dock them so they take up all available space, then set the form padding property to 8px for all, the design time window shows the correct rendering of what the layout will look like.

If I run the app, the left and top padding is removed, leaving only the right and bottom padding.  In fact, it almost looks like the right and bottom padding width is doubled.

I've tested on Chrome, FireFox, IE and Safari (iPhone) and all browsers show the same thing.
