Update reference impl to fix timing of fright mode, to follow spec

Previously fright mode was only de-activated on the next ghost/pacman
move after its expiry, this meant that the first ghost to move after
fright mode expires would behave as if it were still active (including
scheduling of movement, and the state of the world as observed by the
ghost AI program).
