Remove unused variables, remove warning on minimum versions (which is most likely no longer accurate), unduplicate mmark command, unduplicate names

Deduplicate xml2rfc calls, add pdf in a way that txt and html are still generated when pdf dependencies aren't available and replace BASENAME in rfc_frontmatter
