This update makes it so that the proposed charter does not restrict adopting new algorithms solely for the purpose of JWPs

Why? There's a backlog of algorithms that do not fall within "needed for JWPs".

We'd discussed this during a Connect call and agreed that there's a need to register new algorithm identifiers for algorithms used with JWS and JWE. Therefore, it makes sense to broaden the charter language as done in this PR.
