Changed links into markdown format, corrected a few dozen typos, fixed some links, including updated and expanded references to authors.ietf.org.

Noted but not changed:
- tables to markdown format because they are not as clear in wagtail.
- references to "blue sheets" though they may not return soon

fix broken '<a href="#https:' pattern

with one update about Zulip timing

changing <a name to <a id to for fragment identification on the page (which gets the TOC links to work)

fixed a typo in the IETF name ups front

A few notes:
- I updated "drafts" to "I-Ds" in a few places because the informal  use of"drafts" isn't currently defined anywhere (yet), so I think its use would be confusing to newcomers. Some text about that could be added.

- I believe the old text about IANA was clearly wrong, but the proposed corrections/updates to that section should be confirmed.

- Left for future work is harmonizing on one or two spaces after full stops.
