Coalesce document history into the "About" section. Fix broken links. Add "#" section markers. Remove "Security Considerations" section' this is not an RFC.
Abbreviation table is on line per entry. Remove some to-be-removed abbreviations. Fix some HTML links. Lots of wordsmithing.

This is based on #25, so only look at the top commit here or wait until that PR is merged and I'll rebase this.
