Description of changes proposed in this pull request.
The Lokole project recently moved to a mono-repo. As such, the opwen-webapp repository was retired so the link to install Lokole at a particular commit for development purposes must be updated in the IaaB cookbooks. Note that the opwen-email-client PyPI package hasn't been renamed and it's still being published with the same contents so none of the production cookbooks are affected by this change.
