Нашёл вот такой недочёт в панели модератора:

За него отвечает следующая строка в core.xml:

<word key="message" js="0">Примечание</word>

Стоит перевести как есть – «Сообщение», поскольку ссылка предлагает отправить ЛС пользователю.
