Call Agenda

From the spec: partial interface XRFrame {

should we allow layers that you can only draw to once?

Should we have init structures for each layer type so author can pass everything at construction

pick reasonable defaults for layer parameters

should we have an extension mechanism for layers to deal with device specific settings?

should the layers spec be updated to support a spectator view?
