telegraf should pass in metadata annotations in the service.yaml

We use annotations to expose the service via a LB. Would be helpful if telegraf passed in the annotations to the service.yaml like influxdb does.

As of today:

• in aws eks this is automatically assigned by annotation
• telegraf-ds makes no sense unless plugin exposes sth special

Sorry for not being clear - I was thinking more about the single instance plugins, like the socket listener plugin. We are using on prem k8s, not AWS, so we have to set the annotation after deployment manually.
