Description

New Epoch switching timing comments, research of SPO distribution correctness

Relates to #428.

How was this tested?

  • Haskell node debug output, compared with Arcropolis SPO distribution
    (current Acropolis SPDD keeps retired pools for one epoch more than Haskell node)

Impact / Side effects

N/A

* `SNAP` rotates the snapshots and takes a new one for mark
* `RUPD` sets of the new pulser with the newly rotated go snapshot, which was marked as set in the previous epoch and was used for leader schedule processing.
