Summary

We have released the teal framework to support the qenv release

• Release teal, teal.data, teal.widgets, teal.slice, teal.transform #24

We're ready to move with the teal modules release.
We also have been developing the new filter panel and we're ready for the first milestone release.

• Release teal modules to continue Release teal and modules in GitHub #13
  • teal.modules.general
  • teal.goshawk
  • teal.osprey
  • teal.modules.hermes
• Release teal and teal.slice to introduce the new filter panel
• Release teal.widgets, teal.code, teal.reporter, teal.data, osprey, goshawk, teal.transform

These items need to be completed before releasing teal and teal.slice:

We'll release teal.transform as well because of the changes that we've done in teal.data, removing formatters dependencies.

This means we're releasing the majority of teal products, except teal.logger.
Not running scribe again because we can use the report from the daily integration test which shows all green.
