[SUGGESTION]: m_messageflood adding option for blocking message #469

Hello,

The +f channel mode is woring like kick someone if trigger the +f limits i suggest to make it work to simple block the message if the trigger exceeds and not use kick.

e.g: /mode #chan +f ~5:3

~: will block the message to the channel if the trigger the limits on the +f on the channel.

[15:48:15] <test_user_3> jgaeaeogojeagojeagojeagooegajge
[15:48:16] <test_user_3> eagjoaegoaegoegao
[15:48:17] <test_user_3> eagjeagoeoagj

test_chan Your message has been blocked due an trigger flood 3 lines in 5 seconds (+f)

I changed the wording you gave in your suggestion slightly. It will read:
#test_chan Channel flood limit exceeded! (limit is 3 lines in 5 seconds)
