Bindless image tests causing instability on DG2 Windows #20562

Describe the bug
If bindless image tests are enabled, 20+ tests in many different categories (bindless images, ESIMD, Matrix) (including bindless images) fail. Disabling bindless image tests fixes all these failurse
To reproduce
Run all E2E tests on DG2 Windows with bindless tests enabled, I will disable them by default soon so you will have to undo that.
