NTLM auth cache: requires to create directory manually #3788

Getting the following error when setting up NTLM cache:

Nov 14 10:49:12 pf-julien pfqueue: pfqueue(13454) ERROR: [mac:unknown] Error handling populate_ntlm_cache : write_file '/usr/local/pf/var/cache/ntlm_cache_users/inverse.valid-users.txt' - sysopen: Permission denied at /usr/local/pf/lib/pf/domain/ntlm_cache.pm line 94.

Seems /usr/local/pf/var/cache/ntlm_cache_users isn't created by the packaging

Can't be "maintenanced" since its packaging, it will be for 8.3

Actually its because the cache directory gets emptied on install:
https://github.com/inverse-inc/packetfence/blob/devel/addons/packages/packetfence.spec#L754

I'll make it so the directory gets created if it doesn't exist already

Was able to make it work for maintenance
