Addresses issue #88

Changes proposed by this pull request:

  • Use two popular modules for parsing and documenting command line arguments instead of using specialized if-then logic in CLI.ts
  • Rename fractive help to fractive docs to clear up @audiodude's valid confusion over CLI command behavior
  • On platforms that aren't Mac or Windows, print a message for fractive examples and fractive docs explaining how to view the examples using a web browser.
