What is the current behavior?

Issue Number: #19466

What is the new behavior?

Set pointer-events: none on .transition-effect.

This issue tends to pop up when users have more than one ion-content in their app; however, this break is a little hard to find and could be challenging for users who are unaware they are using ion-content improperly.
