fix(powerflex): upgrade powerflex to support k8s 1.30.x

Describe the bug
The current powerflex csi driver(v2.6.0) does not support kubernetes v1.30.x.

Upgrade it to the latest v2.11.0
(https://github.com/dell/csi-powerflex/releases/tag/v2.11.0)
to support kubernetes v1.30.3.

Versions (please complete the following information):

• OS: Rocky Linux 8.10
• Burrito: 1.3.0 to 2.1.0

I got a new csi-vxflexos:v2.11.0 which is compatible with
kubernetes v1.30.x.
And I also updated a new helm chart for v2.11.0.

When I tested powerflex last year, The OS version was RL 8.8 and
I got the powerflex rpm packages compatible with RL 8.8.

But The OS version is upgraded to RL 8.10 and the old rpm packages
are not compatible with RL 8.10.

I requested the new rpm packages for RL 8.10.
As soon as I get the new rpm packages, I'll test it.

I upgraded powerflex csi image to v2.11.0 which supports kubernetes v1.30.x.

The SDC rpm package should be upgraded, too.
The old SDC package (EMC-ScaleIO-sdc-3.6-700.103.el8.x86_64.rpm)
is not compatible with the current Rocky Linux 8.10.
You do not need to upgrade the server components like SDS, gateway, mdm, etc.

Ask Dell engineer to get the new SDC package
(I got EMC-ScaleIO-sdc-4.5-2100.105.el8.x86_64.rpm).
I verified it works.

But there is a problem with "cinder as a glance store" when powerflex is the
cinder backend.
There is a bug report (https://bugs.launchpad.net/cinder/+bug/2068548).

So I changed the default glance store to file when powerflex is the
storage backend - It was cinder before.
It is a temporary fix.
Whenever the above bug is fixed, I will change it back to cinder.
