Ubuntu package for arm64 #1970

The repo[1] currently provide builds for amd64 and i386.

#1968 enabled arm64 deb packaging, and tested on bionic/arm64.
What would it take to enable arm64 builds at the repo[1] as well?

I can look into this, though I am on vacation the next couple weeks and likely won't get much chance until after.
