Describe the bug
The "View on IPFS Gateway" link in the explorer should use the local gateway when inside a local WebUI

To Reproduce
Steps to reproduce the behavior:

  1. Go to localhost:5001/ipfs/QmPURAjo3oneGH53ovt68UZEBvsc8nNmEhQZEpsVEQUMZE/#/explore/QmSnuWmxptJZdLJpKRarxBMS2Ju2oANVrgbr2xWbie9b2D/README.txt
  2. Click on The "View on IPFS Gateway" link.

Expected behavior

Uses the local gateway. It actually uses the global gateway.
