qtconsole Windows fails to print error message for '%run nonexistent_file' #756

Not a problem for qtconsole in OSX nor Ubuntu, nor for plain ipython in Windows.

This is a more general issue: On Windows,` should be forwarded to the frontend, but are not. Instead, they are hooked up to the pyreadline console object (which I think we do for color reasons). Obviously, we should not hook up to the pyreadline object in the zmq kernel; only in the Terminal frontend.
