None of the HTML notebook frontend was in packages or package_data, so it could only be used under symlink/develop mode. This addresses that, and makes the ipython-notebook script executable.
An extra note to @ellisonbg: The current config expects MathJax to be in static/mathjax, but you haven't added that dir to the repo, so nobody actually gets it.

Good catch on the installation stuff. I haven't yet installed it other than by using develop. In terms of MathJax, it is too big to include in the ipython repo as it includes all of the fonts. I don't know of a good way of handling this yet. The notebook.html file has an commented out script tag at the top that can be used to grab mathjax off of a CDN. Let me look at a way this can happen automatically.
OK, I just pushed a fix for the MathJax stuff so that it first tries the CDN and then falls back to the local version.
