Within DFC, the idea of adding a persistent identifier that can have an immutable state continues to circle.

Can we have an object change a state to having an immutable identifier set, with some policy control?

Can we store a prime DOI in the iRODS catalog? Can we manage secondary DOIs as AVUs? How can we control the mutability of DOI regardless of how they are stored?
