Documentation for /list is incorrect(ish) #699

In it states under remarks:

  • Not all networks support server-side filtering and may provide a network
  • service or service bot instead; on IRCnet, you may use the List service:

On IRCnet /MSG will message the nickname ALIS (this is really my main issue with this text), I can see Freenode uses the /MSG variant. I am not sure how this should be worded, but its not very clear as it is, so I decided to make it an "issue" instead.

Additionally it is still /SQUERY ALIS on IRCnet (though LIST is used on but i do not know what - if any - difference their custom list service make). /servlist output:

Add a more detailed paragraph about service bots

Fixes #699

I would like to add another paragraph about how freenode is 
broken and spits at you the whole list instead of empty list 
if you attempt to use network side filtering......
