it is worth nothing that this is labeled as a wont fix, but not labeled as works as intended. NeoForge, Paper, and Purpur all fix this bug, so i figured might as well
also worth noting this PR is not tested because the seeds in the bug report has changed. may be easier to just check if my patch lines up with what neoforge/paper/purpur do https://github.com/neoforged/NeoForge/blob/ce78ccfd6ea0a1f7aa9aa4b1a392a2e0a46dd3a6/patches/net/minecraft/world/entity/npc/CatSpawner.java.patch#L7 (they all do the same patch)
