NeoForge has a fix for this https://github.com/neoforged/NeoForge/blob/1.21.x/patches/net/minecraft/server/MinecraftServer.java.patch#L235
for some reason Mojang has marked this as a feature request?? also, this is marked as a duplicate of another bug, but this bug report encompasses the bigger picture, as otherwise there's an additional 2 or 3 bug reports that would also fall under this fix.
