Individual and bulk download keys are inconsistent

If I create a single download key, I can choose whether they need to be claimed by an itch.io account before use or not. If I create a bulk set of download keys, they must be claimed to be used.

If I create a bulk set of download keys, I can choose whether they contain Steam keys or not. If I create a single download key, there's no way to make it include a Steam key.

I care more about the former issue than the latter, but both seem like reasonable things to want to do.

I hope fix will include an ability to set key price to the individual keys as well.
