Display scaling is broken for some input components

8138054 created the issue

Before this update, the app looked blurry but everything look fine. Now, each element has different size, the scaling is broken. I have a Dell XPS 15 9550 with 4k display, 250% scaling, latest Windows 10 build (stable)
