Interoperability with SMB file shares in Azure Files

Currently authentication fails STATUS_ACCESS_DENIED with the default connection profile because encryption has been disabled by default in cdf6e83.

Might have performance implications as seen in #16135. However with the library upgrade from #16636 and smb.encrypt.enable=true we can saturate the bandwidth in our tests.
