PRET support broken for downloads

PRET support for downloads isn't working anymore.

I got the following response from a drftpd server when I download a file/folder with current cyberduck:
"500 You need to use a client supporting PRET (PRE Transfer) to use PASV."

The pret feature was working in previous versions. For PRET-Specifiction see[1].

In 649bf7b. Please test with the latest snapshot build available in few minutes. We have introduced this regression when switching to a new FTP implementation.
