The uploader became broken last week after the Google API team disabled the programmatic login that uses password. You might want to use my fix, or have a look yourself. Another option is https://github.com/MicOestergaard/picasawebuploader/commits/master. You want to keep pyexiv probably, so don't merge blindly. I removed it a long time ago, probably because I couldn't get it for linux any more. Just offering this FYI.
