That's a good point and you are right.
Best approach would be creating a homepage (with a list of available repositories - anonymous when not signed) with a sign in button pointing to login page. Actually, the login text is already in the top right corner.
I would suggest reusing the existing Repository index page.
This feature is highly requested, so if you find some time to work on it it would be awesome. The problem here is that you can access public repositories via git, but you can't access the web interface.
So there are two things to change. Firstly, you have to have a list with public repositories accessible by everyone (preferably on the unauthenticated home page of the project which contains just sign up form). Secondly, enabling accessing public repository pages like repository browser, commit browser, etc.
