IdDt.isLocal() returns false for some inline resources #67

Example:
http://fhirtest.uhn.ca/base/MedicationStatement/cid:MedicationStatement-819/_history/1

I fetched all the resource references:
List refs = res.getAllPopulatedChildElementsOfType(ResourceReferenceDt.class);

Then this test:
for (ResourceReferenceDt ref : refs) {
IdDt resourceRefId = ref.getReference();
System.out.println(resourceRefId.isLocal())

Which, for example, returns false for the following inline resource:

Patient/cid:Patient-72/_history/1

Thanks for reporting! Fix will be checked in momentarily.

I really need to clean up those cid: resources from the server I suppose. The server is supposed to assign those a new ID, but it wasn't for a while and there are a bunch of confusing remnants of that bug in the DB..
