fhir-single.xds reads in part:
(near line 527)
<xs:complexType name="Resource.Inline">
<xs:choice minOccurs="1" maxOccurs="1">
...

and (near line 597)
<xs:element name="contained" type="Resource.Inline" minOccurs="0" maxOccurs="unbounded">

Altogether it seems that the intention is to encode each contained resource in a separate element while each element must include only one resource. The HAPI xml parser, however, creates one single element and populates all the resources in it. Likewise, it accepts resources in this format --in fact a lot of the sample resources in the test server (e.g. Condition resources) are in this format.
This seems to violate the schema and HL7 reference implementation parsers do not accept the resources created in this format.
