Timeout hint in shutdown example should be in ms #1

See http://msdn.microsoft.com/en-us/library/windows/desktop/ms685961%28v=vs.85%29.aspx. If I am reading the example in Daemon.pm and this document correctly, the value currently in seconds should be in ms instead.

You're right about the issue.
But the correct link is the documentation about the SERVICE_STATUS structure where the dwWaitHint member is effectively documented as being in milliseconds.
