AOSP codebase is base on Android P (android 9.0.0)

AOSP isn't Ethernet settings in the native system app, Settings in default.

So, the purpose of this patches are for demo to add the Ethernet entry in Settings, which are shown the IP config and HttpProxy settins item as the below screenshot.
