Add subscriber whitelisting capability.
Original commit message:

  Added a new "broadcast-whitelist" option for defining a network from which
  hosts are allowed to subscribe.
Rename whitelisting options.
whitelist -> author-whitelist
    Determines which IP addresses can submit new events to the broker.

broadcast-whitelist -> subscriber-whitelist
    Determines which IP address can subscribe to feeds from the broker.
