The bug specifically seems to be with specifying virtualenv in [tools]. This mise.toml works fine:

Edit: the node issue is separately discussed in #5913

Possibly related, but 2025.8.4 breaks node installation via the jdx/mise-action action as well, with the specific failure suggesting a $PATH issue as well. Pinning the mise version at 2025.8.3 works so it seems specific to that release.
