The rakefile isn't used by those who use Jekyll :)

Why continue to make Jekyll use (or development) painful for those on windows? IMHO, this one of those things that falls under the "keep the simple things easy and the hard things possible category". Thoughts?

This, in its current form, sets the code page for development when running a rake task, but in no other environment. I don't like the idea of these kind of environment hacks becoming a part of Jekyll proper. It's something that should be run once, am I correct? I also don't want to accept code into the codebase I have no way of testing and maintaining, and I am very far from buying a Windows PC just so I can test Jekyll ;)

If you wanted this run while someone is using jekyll you'd want to put it somewhere around https://github.com/jekyll/jekyll/blob/master/bin/jekyll or elsewhere in the bootstrap, I'd guess.

Nobody makes Jekyll painful. Web developers just ignore Windows not without good reason. After a decade of IE6 nobody wants to support anything from Microsoft.
