fix post_url to be installed from gem and fix time comparison #517

post_url was not included in gemspec so wasn't getting installed.
Also fixed the post time comparison to ignore hours and minutes since they aren't included in the tag.

This really needs to be the default. If I put a date: in my YAML Front-Matter with a time included, then post_url fails spectacularly.
